We groom the European server hamsters for an additional 15 minutes. As a direct effect of this we have noticed a much friendlier atmosphere among the rodent teams.

Jokes aside, the "coming back up"-time is slightly rounded off to accommodate any unforeseen delays. EU servers may actually come online a few minutes earlier than their North American counterparts, even if not explicitly mentioned in our announcements.
